Spain sets 2040 fuel emission reduction targets for transport
The Spanish Council of Ministers approved a royal decree establishing, for the first time, a regulatory framework that sets emission‑reduction targets for transport fuels up to 2040.
The decree requires automotive fuels to cut greenhouse‑gas emissions by 17.6 % by 2030 and by 30 % by 2040, and applies the same reductions to road‑transport fuels. It also mandates that advanced biofuels, biomethane and renewable non‑biological fuels (RFNBO) together account for 8 % of fuel energy content in 2030 and 22 % in 2040. A new e‑credit system lets renewable electricity used by electric‑vehicle charging points be turned into tradable certificates; operators such as Zunder may sell them to fuel suppliers. The measure partially transposes the EU Renewable Energy Directive (DER III) and places compliance obligations on fuel producers, including renewable hydrogen producers.
