Spain strengthens vehicle inspection and road safety rules for 2026

DEKRA has urged Spanish drivers to keep their ITV (technical inspection) current ahead of the peak summer travel period, noting that about 30% of vehicles due for inspection skip it. The agency points out that 75% of serious defects identified in recent checks relate to lighting, tyres, suspension or braking systems, underscoring the safety risks of overdue inspections.

On 24 June 2026 the Spanish government issued Real Decreto 518/2026, amending the Reglamento General de Circulación. The decree expands protection for vulnerable road users, introduces specific regulations for bicycles and personal‑mobility vehicles, and makes reflective vests mandatory for motorcycles. It also creates a dedicated urban circulation title, clarifies protective equipment requirements and sets transitional measures, with the new rules coming into force on 1 October 2026.
