Spain sues EU over proposed nationality quotas for senior civil servants

Spain has filed a legal challenge against the European Union, contesting a proposal to introduce nationality quotas in the recruitment of senior EU civil servants. The Spanish government argues the measure would undermine merit‑based selection and could marginalise certain member states.

The case joins similar objections from Italy and France, who claim the European Parliament’s plan to reserve hiring rounds for under‑represented nationalities breaches EU staff regulations. The dispute centres on the perceived imbalance in the EU’s bureaucracy, where officials from a few countries dominate senior posts while others are scarce. The European Commission, led by Commissioner Piotr Serafin, has proposed measures to broaden representation without formal quotas, targeting states such as Denmark, Sweden, the Netherlands, Czechia, Austria and Luxembourg.

A ruling from the EU courts could set a precedent for how the bloc staffs its institutions, affecting recruitment rules and the balance of national representation within EU bodies.
