Spain to implement new traffic regulations in October 2026

Spain is implementing significant updates to its General Traffic Regulations starting October 1, 2026, aimed at enhancing road safety and protecting vulnerable users.

Key changes for motorists include new overtaking rules for cyclists on interurban roads, requiring drivers to maintain a 1.5-meter lateral distance, change lanes completely, and reduce speed by at least 20 km/h below the limit. In urban areas, a 5-meter safety distance must be maintained from cyclists. Non-compliance can result in fines of up to 200 euros and the loss of 6 driving points.

Motorcyclists face new equipment requirements, including mandatory closed footwear in all settings and protective gloves when riding outside urban areas. Additionally, riders must carry a high-visibility reflective vest. For personal mobility vehicles (VMP) like electric scooters, the minimum age for operation will be raised to 15 years.

Other measures include the creation of a central emergency lane during traffic jams on highways and specific protocols for driving in snowy conditions, such as keeping the left lane clear for snowplows. Some requirements, such as permanent lighting for VMPs and specific helmet certifications, will follow a staggered implementation in October 2027.
