Spain to implement new DGT traffic regulations on October 1

Spain is implementing significant updates to its General Traffic Regulations via Real Decreto 518/2026, effective October 1. The reforms, overseen by the DGT, focus on increasing protection for vulnerable road users, including pedestrians, cyclists, motorcyclists, and personal mobility vehicle (PMV) users.

Key changes for motorcyclists include a ban on wearing flip-flops while riding and a requirement for protective gloves on interurban roads. Additionally, motorcycles will be permitted to use the right shoulder during traffic congestion, provided they maintain a maximum speed of 30 km/h and use designated, signaled sections.

For motorists, new rules mandate a 1.5-meter lateral distance when overtaking cyclists or other vulnerable users. In multi-lane roads, drivers must change lanes completely to perform such maneuvers. Furthermore, a new emergency lane protocol will be enforced during traffic jams; drivers must move to the sides to create a central passage for emergency services.

Traffic light regulations will also change to prevent accidents at pedestrian crossings. The amber light phase will no longer coincide with a green light for pedestrians; instead, the signal will transition directly to red for vehicles to ensure pedestrians can cross safely without conflicting decisions.
