Spain to impose mandatory biometane share in gas market starting 2028

The Spanish government is preparing a royal decree that will require a minimum annual quota of biometane in natural gas and liquefied natural gas sales. The quota will start at 0.5 % of total gas demand in 2028 and increase each year to reach 6 % by 2035, equivalent to about 10,000 GWh—twenty times the current 504 GWh consumed, which represents only 0.15 % of Spain’s total gas demand.

The proposal has split the energy sector. Sedigas, the gas industry association, calls the measure “un avance positivo” and says it will provide a long‑term demand signal for investment. In contrast, the Alliance for the Competitiveness of Spanish Industry, representing major manufacturers, warns that mandatory biometane use could raise operating costs and urges the use of incentives instead, stating that “es fundamental que el despliegue del biometano se articule de manera que resulte competitivo y asequible”.
