Spain updates electric scooter regulations and safety requirements

New regulations for personal mobility vehicles (VMP), such as electric scooters, are being implemented to increase road safety for vulnerable users. A modification to the General Traffic Regulations approved by the Council of Ministers will take effect on October 1, 2025, establishing a minimum age of 15 years to operate a VMP.

Further requirements include mandatory civil liability insurance for electric scooters circulating on public roads, which becomes compulsory starting January 2, 2026. Regarding vehicle certification, scooters purchased before January 22, 2024, may operate without a certificate or marking plate during a transitional period ending January 22, 2027. After this date, vehicles lacking technical certification from the DGT will no longer be permitted to circulate legally.
