Spain updates energy efficiency certification requirements
Energy efficiency certification is a mandatory requirement for residential buildings in Spain, serving as a critical tool for buyers and tenants to understand a property's energy performance before sale or lease. These certificates, which are valid for 10 years, can also increase the market value of a building.
According to the Ministry for the Ecological Transition and the Demographic Challenge (Miteco), regional registries will require updated certification procedures starting September 30, 2026. This measure, framed within Royal Decree 390/2021, ensures that certificates are produced using the latest recognized versions of technical tools.
Approved tools include the public HULC (Herramienta Unificada Lider-Calener) for various building types, as well as private tools such as CYPETHERM HE Plus, SG SAVE, and TeKton3D TK-CEEP. For simplified procedures in existing buildings, the public CE3X tool is utilized.
