Spain updates traffic regulations for snow and cyclists

New traffic regulations in Spain, implemented via Royal Decree 518/2026, will take effect on October 1. These changes, overseen by the Dirección General de Tráfico (DGT), introduce stricter rules for overtaking to improve road safety.

In conditions where snow covers the asphalt on highways or motorways, overtaking is strictly prohibited. Drivers must use the rightmost lane, and in sections with three or more lanes, they may use the adjacent lane, but the leftmost lanes must remain clear for emergency vehicles and snowplows. Failure to comply is considered a serious infraction, carrying a 200 euro fine.

Regarding cyclists, drivers on interurban roads must now reduce their speed to at least 20 km/h below the posted speed limit while overtaking. For example, on a road with a 90 km/h limit, the maximum overtaking speed is 70 km/h. Additionally, vehicles must maintain a minimum lateral distance of 1.5 meters from cyclists, and a five-meter separation must be maintained when following a cyclist in the same lane. Violations can result in a 200 euro fine and the loss of six driver's license points.
