Spain updates vineyard regulations to align with EU wine laws

The Spanish Council of Ministers has approved a royal decree to modify vineyard regulations, aligning national laws with the new European Union wine legislative package. Proposed by the Ministry of Agriculture, Fisheries and Food, the reform aims to address economic and productive challenges within the wine sector while ensuring legal certainty for producers.

Key changes include extending the validity of vineyard replanting authorizations and eliminating administrative sanctions for failing to use them. The decree also allows for extended durations for new plantation authorizations in specific exceptional cases. Additionally, the reform introduces the possibility of withholding authorizations when limitations are placed on new vineyard surfaces.

The update modifies the system of viticultural potential—the recognized maximum production capacity of a territory—which dictates how many new hectares can be planted. These measures are part of the Common Agricultural Policy (CAP) framework and seek to harmonize Spanish technical systems with European community regulations to avoid legal contradictions.
