Spain's AI Advisory Council convened just twice in six years

The Spanish government created a Consejo Asesor de Inteligencia Artificial (CAIA) in July 2020, appointing more than 20 experts to shape and periodically review the country's National Artificial Intelligence Strategy. The council was slated to meet every six months, but official records show only two gatherings: the inaugural meeting on 20 July 2020 and a follow‑up on 25 January 2021. The minutes reveal that the council was meant to advise on the implementation and continuous adaptation of AI policies across the economy, society, legislation, and public services. Secretary of State for Digitalisation and Artificial Intelligence María González Veracruz highlighted the need for regular oversight, noting that “no AI strategy can last more than six months without review.” Despite the promise to reconvene later in 2021, no further sessions have been held, prompting criticism that the government has failed to sustain the intended oversight of AI development in Spain.
