Spain's AIPI faces compliance issues with whistleblower protection laws
The Independent Whistleblower Protection Authority (AIPI) in Spain is facing challenges in its mission to protect individuals who report corruption. Since September 2025, under the leadership of Manuel Villoria, the office has provided protection to more than thirty whistleblowers over a 14-month period.
Despite these efforts, the AIPI reports a lack of political commitment and legal compliance from seven autonomous communities. These regions have reportedly failed to implement their own local offices or sign the necessary agreements to allow the national authority to exercise its competence under the 2023 Protection Law.
Many whistleblowers have expressed frustration, citing professional retaliation, social rejection, and severe harassment. Some individuals have even expressed regret over coming forward due to the perceived gap between the legal protections promised and the actual support received.
