Spain's 2025 Nationwide Power Outage Sparks Industry Blame and Telecom Backup Mandate

On 28 April 2025 the Spanish electricity system suffered a total blackout that left the peninsula without power for many hours. Representatives of the electricity industry, led by Marina Serrano of the Association of Electricity Companies (Aelec), placed primary responsibility on Red Eléctrica (REE), arguing that the operator ran the grid with the lowest level of synchronous generation of the year, failed to act on long‑standing tension‑control alerts and did not use available reactive‑power resources.

The industry also highlighted regulatory‑and‑market mismatches as renewable integration increased, noting that outdated procedures (such as CNMC’s “procedure 7.4”) hampered voltage control. In the political aftermath, the Spanish government drafted a real decree requiring telecom operators to install battery backup at mobile antenna sites, ensuring at least four hours of service in the event of an outage. The rule targets coverage of 75 % of the population (about 10,700 towers) by the end of 2029‑30, aiming to prevent loss of mobile communications during future grid failures.

The blackout has spurred calls for reforms to grid operation, voltage‑control regulations and the resilience of critical communications infrastructure.
