Spain to allocate record €170.5 bn in advance payments to regions in 2027

The Spanish Ministry of Finance announced that autonomous communities will receive a record €170.529 billion in advance payments (entregas a cuenta) for 2027, an 8.1% rise from 2026. The increase applies to all 17 regions and the cities of Ceuta and Melilla. Specific allocations include €23.944 billion for Madrid, €16.311 billion for the Comunitat Valenciana, €31.692 billion for Andalusia, and €8.074 billion for Castilla‑La Mancha. The total also covers a provisional €31.826 billion for local municipalities, an 8.8% rise over the previous year. Minister of Finance Arcadi España highlighted that the funds have no pre‑set destination and can be used for health, education, social services and other public needs, underscoring the government's commitment to the fiscal sustainability of the regions. The announcement comes amid an ongoing reform of Spain’s financing model and political debate over the new system.

Galicia’s regional government also announced it was the first autonomous community to approve a non‑financial spending ceiling for 2027, calling for a “change of course” in the financing reform, while reiterating support for affected regions dealing with forest‑fire emergencies.
