Spain's CNMC sets €13 bn gas remuneration scheme for 2027‑2032

The National Commission of Markets and Competition (CNMC) has defined a remuneration framework for Spain's gas sector totalling roughly €12.9‑13 billion for the 2027‑2032 regulatory period. The allocation breaks down into about €7.1 billion for distribution, €3.5 billion for transport and €2.3 billion for regasification. Distribution beneficiaries include Nedgia (Naturgy), Redexis, Nortegas, Madrileña Red de Gas and Gas Extremadura, while Enagás dominates transport and regasification.

The proposal introduces specific incentives to accelerate the injection of renewable gases such as biomethane and green hydrogen, as well as a dedicated fund for digitalisation, cybersecurity and methane‑emission reduction. Financial controls are tightened: penalties for breaching prudential ratios rise from 1% to 1.5% of annual remuneration after 2030, and firms that fail to submit or correct regulatory data may face an automatic retention of up to 50% of their monthly remuneration. The circulares have been sent to the Council of State for urgent review and must be approved before 1 October.
