Spain's contributor-to-pensioner ratio climbs to 2.37
Spain's Social Security data show that in June the number of workers per pensioner rose to 2.37, up from 2.08 in June 2016. The increase reflects a 26.5% rise in contributors compared with an 11.1% rise in pensioners over the same period, bringing the total to 22.46 million affiliates and 9.49 million pensioners.
Regional variations exist: the Balearic Islands have the highest ratio at about 3.5 contributors per pensioner, while Orense is just above parity. In the Basque Country, Alava records 2.24 and Gipuzkoa and Bizkaia are lower. Projections by the Autoridad Independiente de Responsabilidad Fiscal (AIReF) indicate that as the baby‑boom generation retires, pensioners could reach roughly 16 million while the working‑age population remains near 36 million.
The government has negotiated reforms with social partners to manage future pension‑spending growth. Annual growth rates now stand at 2.77% for contributors versus 1.5% for pensioners. Among pensioners, 6.6 million receive retirement benefits, 1.5 million widows' benefits, 1 million permanent disability pensions, 317 000 orphans' benefits, and 46 000 family‑related benefits. The dependency ratio has hovered around 2% since 1990, peaking near 3% in 2007 before moderating.
