Spain's DGT imposes €200 fines for helmets, gloves, seat belts from Oct 2026

The Spanish Directorate-General for Traffic (DGT) will enforce a revised General Traffic Regulations on 1 October 2026. New infractions carry a €200 fine for several safety breaches: riders of electric scooters must wear a certified helmet; open‑face motorcycle helmets are prohibited, requiring integral or modular helmets; motorcyclists must also wear approved gloves and closed‑toe footwear on inter‑urban routes. Taxi drivers and passengers will no longer be exempt from wearing seat belts at all times. Professional cyclists and delivery riders are required to use high‑visibility vests, and electric scooters must be equipped with lights or reflective elements visible from 150 metres at night or in low‑visibility conditions.

Most measures take effect immediately with no grace period, except that helmets for mopeds may remain certified for a one‑year transition until 1 October 2027, after which they must be homologated. The DGT has announced surveillance campaigns to ensure compliance from day one. The reforms aim to increase protection for vulnerable road users and to standardise safety equipment across Spain.
