Spain's Ecology Ministry opens public consultations on heat‑pump incentives and industrial self‑consumption measures

The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has launched two public consultation processes. One seeks to increase financial incentives for replacing fossil‑fuel boilers with heat pumps in residential buildings. The proposal introduces correction coefficients that double the monetary value of energy savings for single‑family homes and apartments, triple it for buildings with central heating, and quadruple it when an individual system is replaced by a centralized heat‑pump system. An additional 1.5‑times multiplier applies to interventions in homes of severely vulnerable consumers. The consultation runs until 24 July.

A second draft royal decree, also in public consultation until 13 July, aims to accelerate renewable integration, promote industrial self‑consumption, expand energy‑storage solutions, and streamline the permitting of electrical infrastructure. It proposes new procedures for allocating grid capacity to renewable projects and manufacturing self‑consumption, introduces dynamic line rating technology, and relaxes some administrative requirements for project developers. Both initiatives are part of Spain’s broader strategy to boost electrification, reduce dependence on fossil imports, and advance climate targets.
