Spain's high-speed rail faces saturation and rising costs

The liberalization of Spain's high-speed rail network has led to a significant increase in passenger volume, doubling the number of travelers to 44.5 million in 2025 compared to pre-pandemic levels. While competition between operators like Renfe, Iryo, and Ouigo has successfully lowered ticket prices—saving consumers approximately 431.3 million euros in 2024—the system is facing critical infrastructure challenges.

Adif, the infrastructure manager, is managing a saturated network and facing annual maintenance costs exceeding 1.8 billion euros. The surge in demand and extensive civil works have placed immense pressure on the rail system.

Additionally, the National Markets and Competition Commission (CNMC) has intervened regarding maintenance access. The CNMC has ordered Renfe to allow the operator Ouigo access to its workshops in Madrid and Barcelona, ruling that denying such access violates railway sector laws. The regulator noted that Renfe had previously reduced capacity granted to Ouigo by classifying certain tasks as heavy maintenance, while simultaneously allowing its own passenger division access to equivalent services.
