Spain's housing plan releases €7 bn, Vitoria launches €6 m local rehab aid

The Spanish Ministry of Housing and Urban Agenda has approved the distribution criteria for the 2026‑2030 State Housing Plan, earmarking €7 billion in total funding. Of this, €4.2 bn will come from the central government and €2.8 bn from autonomous regions, with an initial €800 m allocated for 2026. The plan divides resources between new construction (40 %), rehabilitation of existing homes (30 %) and protection measures for vulnerable groups (30 %). Allocation details were confirmed at the sectoral housing conference on 11 June, with unanimous support from all autonomous communities.

In Vitoria‑Gasteiz, the municipal agency Ensanche 21 opened applications on Monday for a new line of housing‑rehabilitation grants worth €6 million. Applications can be submitted until 31 December 2027 or until funds are exhausted. The aid covers elevator upgrades, energy‑envelope improvements, structural consolidation, barrier removal, and updates to plumbing, heating, electricity and fire‑protection systems, especially for buildings over 50 years old and for residents over 65 or with disabilities above 33 %. Requests can be made online or in person at municipal offices.
