Spain's Ministry of Education issues new school bullying protocols
The Spanish Ministry of Education has released a new guide to help educational centers establish protocols for addressing school bullying and cyberbullying. A key component of the guide is the implementation of strict timelines: schools must notify the educational inspection and initiate an action plan within ten days of receiving an initial alert. Additionally, a six-month academic follow-up period is mandated.
In Andalusia, current regulations already require authorities to inform local inspections immediately. However, the new guide provides a standardized framework for all phases and response times, which may protect institutions from liability if protocols are strictly followed.
The initiative follows significant concerns regarding student safety, including the suicide of student Sandra Peña. Data from 2023 indicates that 6% of students between 4th grade Primary and 4th ESO reported being bullied, while 2% identified as perpetrators. In Andalusia, the Department of Educational Development and Vocational Training reported that 90% of its 1,300 annual bullying-related files were archived.
