Spain's political history: amnesty, autonomy, and immigration

Spain has experienced several significant political shifts during summer periods, ranging from historical transitions to recent social crises. Historically, following the death of Francisco Franco, the government of Adolfo Suárez approved a royal decree-law of amnesty on July 30. This measure aimed to release or cancel responsibilities for political crimes such as rebellion and sedition, facilitating the reconciliation process of the Spanish Transition.

During the same era, Leopoldo Calvo-Sotelo and opposition leader Felipe González signed the Autonomic Agreements on July 31. These agreements sought to organize the state of autonomous communities, covering aspects such as territorial financing, competencies, and statutes. Additionally, the Spanish Cortes modified Article 13.2 of the Constitution to allow European Union citizens to stand as candidates in municipal elections, a reform necessary for the ratification of the Maastricht Treaty.

In more recent developments, the entry of approximately 70,000 immigrants into Ceuta has created significant political and social consequences for the country.
