Spain's power grid faces funding shortfall and regulatory turmoil

Spain’s Secretary of State for Energy has warned that investor confidence has eroded after the judicialisation of last year’s nationwide blackout. He highlighted that the “reinforced operation” has forced renewable generators out of the market, with renewable output expelled rising 65% to 17% of contracted capacity and the overall renewable share dropping from 57% to 52% in the latest month.

Adjustment service costs, which were €2.66 billion in 2024, could exceed €6 billion by 2026, prompting consumer group UCE to label the surcharge a “fear tax”. Red Eléctrica’s chair, Beatriz Corredor, has accused the CNMC regulator of conflicts of interest and faced criticism at a shareholders’ meeting, while the Senate has censured the Energy Minister and called for her resignation.

Separately, a UCAB researcher warned that the National Electric System’s operational and financial deterioration requires a massive capital injection, framing restoration as a financial imperative rather than merely an engineering challenge.
