Spain regional governments navigate budget and financing disputes

In Andalusia, the regional government is prioritizing the preparation of the 2027 budget, marking the first fiscal cycle under the PP and Vox coalition. Officials aim to present the budget by October 31, focusing on housing and tax reductions. While Vox leaders acknowledge limited maneuvering room in this initial cycle, negotiations are expected to begin in September.

Simultaneously, Spain's national financing model remains a point of contention. Finance Minister Arcadi España has criticized the lack of dialogue from PP-led regional governments regarding a proposed new financing system. Meanwhile, authorities in the Balearic Islands have warned that the current model will lead to significant funding imbalances in 2027, with the islands expected to contribute more to the solidarity fund than they receive.
