Spain's Regional Governments Approve 7bn Housing Plan Amid Dispute

Autonomous communities governed by the Partido Popular said they will vote in favour of allocating the €7 billion State Housing Plan 2026‑2030, even though they criticised the process as an "act of propaganda of the sanchismo" and warned they may lodge future appeals before the Supreme Court. The plan, approved by the Ministry of Housing led by Isabel Rodríguez (PSOE), earmarks 40% for new protected housing, 30% for rehabilitation and the remaining 30% for youth‑emancipation aid, rent subsidies and other measures.

The regional government of Castilla‑y‑León confirmed it will sign the plan to ensure the flow of funds to citizens, despite describing the fund‑distribution criteria as an "imposition". The agreement marks the first major housing pact of the current legislature, bringing together PP‑led regions and the central government to mobilise the €7 billion over five years.

Critics argue the plan was presented without transparent consultation, noting that the Constitutional Court had previously struck down permanent protection provisions for public housing as an intrusion on regional competences.
