Spain's regional governments confront debt issues as Moody's backs Catalonia financing and Basque authorities pursue La
Moody's Investors Service released a report on 30 July 2026 that endorses the proposed singular financing system for Catalonia. The agency highlighted a planned €21 billion additional transfer to autonomous communities through 2027, which it says could improve the Generalitat's solvency and enable it to issue bonds without excessive premiums. Moody's maintained Catalonia’s debt rating at Baa3, noting that the reform could boost operating revenues and grant fiscal autonomy, while warning that a worsening economic cycle could impair repayment capacity.
Separately, the Basque Government’s legal department petitioned the Barcelona Commercial Court to be recognised as a creditor in the bankruptcy proceedings of ambulance operator Grup La Pau. The firm, which had provided services to the Basque health service Osakidetza until the end of 2024, owes the Basque administration €13.6 million, including unpaid wages, penalties and other charges. The Basque authorities have already arranged alternative ambulance contracts to ensure continuity of emergency services.
