Catalonia's Cultural Funding Shifts Mostly to Local Municipalities

The 2025 annual report by the Consell Nacional de Cultura i les Arts (CoNCA) shows that public spending on culture in Catalonia has reached €189 per resident, the highest level in the series. Of this amount, €110 per inhabitant comes from municipal budgets, accounting for roughly 60 % of total cultural funding. The Generalitat contributes €60 and provincial councils €22, while the remaining share is provided by other public bodies. The report highlights that an increasing portion of Catalonia’s cultural system continues to rely on local financing, underscoring the crucial role of municipalities in maintaining cultural facilities, services, professionals, and community spaces.

These findings suggest that while cultural policy debates often focus on national and regional levels, the day‑to‑day sustainability of Catalan culture is increasingly dependent on local authorities and their ability to support libraries, cultural centers, schools, museums, and festivals.
