Spain's housing market faces investment shortfall and soaring rental prices

State funding for infrastructure in Catalonia has fallen to just 8.6% of the national budget, a deficit that hampers rail, road and port projects and threatens regional competitiveness. The regional government responded with two direct subsidies totalling €11.27 million to boost public rental construction in Barcelona. Across Spain, second‑hand home prices rose 1.9% quarter‑on‑quarter and 11% year‑on‑year in Catalonia, reaching €3,418 per square metre. Rental prices hit a new record of €15.3 per square metre in June, driven by Madrid where the average rose to €21.7. Demand for rentals is extreme, with an average of 141 applicants per property and as many as 418 in Barcelona. Mortgage activity shows divergent trends: national signings slipped 0.1% to 42,213 in May, a 6.7% drop in Castilla‑La Mancha, while Catalonia recorded a 9.3% increase in new mortgages and a 21.9% rise in loan capital. Banks have tightened credit conditions in the second quarter, raising interest rates and margins for home loans. Despite these pressures, real‑estate investment hit €10.166 billion in the first half of 2026, a 36% year‑on‑year rise, propelled by large fund acquisitions.
