Spanish banks restructure to meet ECB artificial intelligence regulations

The Spanish banking sector is undergoing a rapid restructuring of its organizational models to address the regulatory demands of Artificial Intelligence. The European Central Bank (ECB) has set a deadline of October 31 for banks to present formal action plans regarding AI risks and implementation.

Major institutions, including BBVA, Sabadell, Santander, Bankinter, CaixaBank, and Unicaja, have already established specific departments or offices to manage this transition. The shift is driven by the need to integrate AI for productivity while simultaneously building defenses against potential technological incidents. A key concern for lenders is the credit exposure to Ibex 35 companies that are establishing large-scale data hubs in the United States.

In parallel, the industry is facing a technological turning point focused on modernizing core banking platforms. To meet regulatory requirements such as DORA and the rise of instant payments, companies like DXC Technology are introducing cloud-native orchestration platforms. These tools aim to connect traditional banking cores with fintech ecosystems, allowing institutions to gain agility and integrate third-party services without compromising operational resilience or security.
