Spanish Bar Association pushes for RETA transfer regulations
The General Council of the Spanish Bar Association (CGAE) has initiated efforts to accelerate the implementation of the RETA (Special Regime for Self-Employed Workers) transfer mechanism. Following a meeting between CGAE leadership, including President Salvador González and Social Security Commission President Ignacio Gally, and various mutualist associations, unions, and platforms, working groups will be established to draft common proposals for the Ministry of Inclusion, Social Security and Migration.
A primary concern remains the legal status of professionals excluded from the current transfer mechanism, specifically pensioners. Under the existing wording of Law 2/2026, retired mutualists are unable to access the extraordinary transfer to the RETA system. The CGAE has committed to seeking a resolution for these professionals to ensure legal certainty and effective application of the reform.
