Spanish cities exceed traffic fine revenue budgets by 25%

Major Spanish cities saw a significant surge in traffic fine revenue in 2025, with recognized collection rights totaling 489.9 million euros. This figure represents a 25.5% increase over the 390.5 million euros originally budgeted across nine analyzed cities.

Madrid recorded the highest volume of revenue and the largest absolute discrepancy, recognizing 283.2 million euros in fines against a budget of 208.5 million euros. This 35.8% increase marks a 74.7 million euro surplus. Barcelona followed as the second highest in total volume, recognizing 64.98 million euros compared to a 60.5 million euro budget.

While eight of the nine cities exceeded their financial forecasts, Palma was the only city to fall below its initial projections. The data, based on recognized collection rights from municipal budget settlements, has sparked debate regarding whether these sanctions serve primarily for road safety or as a tool for municipal financing.
