Spanish cities' low‑emission zones face criticism and public debate

Municipalities in Granada and Soria are confronting controversy over newly introduced low‑emission zones (ZBE) aimed at improving air quality. In Granada, the PSOE claims the ZBE launched by Mayor Marifrán Carazo has increased pollution—by more than 8% at the Norte station and over 10% at the Congresos station—while also pointing to stalled public‑transport projects and a cumbersome fine system.
