Spanish Congress debates European energy windfall tax proposal

The Spanish Congress is debating a non-binding motion proposed by the PSOE to establish a European-level tax on the extraordinary profits of energy companies. This initiative follows rising fuel costs linked to conflicts in the Middle East. The proposal has already received support from the Spanish Minister of Economy, Carlos Cuerpo, and his counterparts in Germany, Italy, Austria, and Portugal, who have petitioned the European Commission to implement the tax.

The PSOE argues that the measure is “just and reasonable” to prevent the costs of the energy crisis from falling solely on consumers and taxpayers, drawing parallels to the solidarity contributions implemented after the 2022 invasion of Ukraine.

However, the proposal faces opposition from regional parties. Junts has announced it will vote against the initiative, labeling it a “blank check” due to a lack of specific details regarding its design and tax base. Similarly, the PNV has expressed reservations, arguing that a temporary tax could create “tax insecurity.” Instead, the PNV is calling for a deeper, structural reform of the European corporate tax system to ensure long-term stability and a more homogeneous fiscal framework.
