Spanish Congress rejects two government housing decrees FAST-MOVING

The Spanish Congress has rejected two royal decrees-laws aimed at addressing the housing crisis. The first decree, Real Decreto-ley 26/2026, which focused on protecting vulnerable populations and increasing affordable housing, was defeated with 178 votes against and 172 in favor. The second decree, Real Decreto-ley 27/2026, which sought to reinforce the stability of residential lease contracts through automatic renewals, was rejected with 184 votes against and 166 in favor.

The legislative defeat was driven by opposition from the PP, Vox, Junts, and UPN. Junts argued that the measures failed to protect small property owners and did not sufficiently curb speculative investment funds. In response to the parliamentary setback, Prime Minister Pedro Sánchez has entered a period of reflection to determine whether to dissolve the Cortes and call for early general elections.

Public sentiment appears to diverge from the parliamentary outcome; surveys indicate significant social support for housing interventions and potential general strikes. Meanwhile, social movements and tenant unions have called for demonstrations across dozens of cities to protest the housing emergency.
