Spanish construction firms shortlisted for Toronto subway expansion

Four Spanish construction firms—Acciona, ACS, Ferrovial, and FCC—have been shortlisted to compete for contracts regarding the Toronto subway expansion. The project, valued at approximately 4 billion Canadian dollars (around 2.5 billion euros), aims to extend Line 1 by roughly 8 kilometers into the York region, covering Markham, Vaughan, and Richmond Hill.

The Ontario infrastructure agency has concluded the proposal phase, inviting final consortia to submit formal bids under a public-private partnership model. The shortlisted consortia for underground works include Acciona partnered with Canadian firm Amico; ACS, via its subsidiary Flatiron Dragados, with Green Infrastructure Partners; Ferrovial alongside France’s Vinci; and FCC with Canadian companies Aecon and Pomerleau.

Additionally, ACS and FCC have been pre-qualified for surface works, where they will face two other international consortia. A third lot for design and integration systems features the British firm Arup but lacks Spanish participation. This project follows a previous contract awarded to FCC last year for approximately 875 million euros for tunnel construction.
