Spanish engineers call for state water pact to manage droughts and floods

The Colegio de Ingenieros de Caminos is calling for a state-level water pact to ensure stable funding and long-term planning for managing droughts and floods. President Ricardo Martín de Bustamante emphasized the need for a new national hydrological plan and a specific law governing dams to guarantee continuity in management regardless of changes in government.

According to the group, 60% of public dams are over 60 years old and require urgent conservation and modernization to withstand climate change. The proposal also addresses daily supply issues, including pipe leaks, sanitation renewal, and the increased use of desalinated and regenerated water.

Based on a Seopan and TYPSA report for the 2026–2035 period, the estimated investment needed is approximately 103.824 billion euros. This figure represents an estimated requirement for a comprehensive roadmap—covering everything from urban drainage to environmental goals—rather than a currently approved public budget.
