Spanish municipalities implement new urban mobility and parking regulations

Municipalities in Spain are advancing new regulations regarding urban mobility and Low Emission Zones (ZBE). In Soria, the Local Services Commission has processed 135 allegations regarding the ZBE ordinance. The updated text includes specific provisions for parking access in certain areas, the implementation of electric vehicle charging points, and allows for in-person administrative procedures to assist those with limited digital access.

In Marbella, a new ordinance for regulated parking has been published in the Official Gazette of the Province of Málaga. This new framework expands the regulated parking areas from two zones (blue and green) to four, adding orange and red zones. The implementation of these changes is pending a new service concession tender, as the previous contract expired in early 2023.

Nationwide, Low Emission Zones are facing stricter access criteria. Beyond environmental labels, new restrictions may include vehicle safety standards, valid technical inspections (ITV), and minimum occupancy requirements. Major cities like Madrid and Barcelona have already reported significant revenue from ZBE-related fines.
