Spanish regions curb new biogas plants amid local opposition

The Parliament of Navarra approved a resolution calling for a total moratorium on new biogas and methanisation plants until a stricter environmental regulatory framework is established. The proposal emphasises greater citizen participation, clearer guarantees, and sustainable territorial planning, citing concerns about waste feedstock availability, digestate management and the capacity of municipalities to host additional facilities.

In Galicia’s A Laracha, about 200 residents have organised the new association Terra de Soandres to contest a large‑scale biogas plant slated for the parish of Soandres. The group, created under the Platform Stop Biogás A Laracha, aims to obtain legal standing in administrative and judicial processes, and has scheduled meetings with local councilors and the regional environmental department to push for a rapid dialogue and halt the project. Both initiatives reflect growing community resistance to biogas expansions across Spain.
