Spanish towns Igorre and Estella‑Lizarra approve new urban housing plans
The municipal council of Igorre in the Basque Country voted to adopt a provisional General Urban Plan that reserves land for up to 366 new residential units. About half of the projected housing will be allocated for public protection, including 130 socially subsidised homes and 52 rent‑controlled units, aimed at improving affordable housing and guiding orderly development.
In the Navarrese town of Estella‑Lizarra, the council is set to pass a Special Urban Action and Protection Plan for the historic centre. Backed by the EH Bildu party, the plan seeks to create a permanent stock of public rental housing, rehabilitate vacant properties, and introduce fiscal incentives for owners of empty homes. It also proposes a municipal housing office to coordinate assistance and promote cooperative housing models, supporting both heritage preservation and long‑term housing stability.
