Spanish transport sector prepares for mandatory digital administrative controls

Spanish transport, excavation, and earthmoving companies are preparing for the mandatory implementation of the Electronic Administrative Control Document (DeCA). Effective October 5, 2026, under the Sustainable Mobility Law, companies must replace physical paper records with approved telematic tools for public road freight transport.

To address the transition, various professional organizations have held technical sessions. In Soria, the Federation of Business Organizations (FOES) organized a meeting with the Transport Inspection of the Junta de Castilla y León to help professionals understand new data validation protocols and avoid sanctions.

In Madrid, the National Federation of Excavators (Fenaex) and the Madrid Excavators Association (Amaexco) hosted an information session attended by over one hundred professionals. The sessions aim to clarify new procedures and present management solutions to ensure compliance with the upcoming digital administrative requirements.
