Special Counsel seeks arrest warrant for former Defense Counterintelligence Command head
The Kwon Chang-young Special Counsel team has requested an arrest warrant for Hwang Yu-seong, the former commander of the Defense Counterintelligence Command, on charges of abuse of authority and obstruction of the exercise of rights.
The investigation focuses on allegations that the Defense Counterintelligence Command was systematically involved in the handling of the death of Marine Corporal Chae Sang-byeong. The special counsel team also requested an arrest warrant for a colonel who served as the head of the counterintelligence unit dispatched to the Marine Corps, citing charges of abuse of power and coercion during interviews.
Records indicate that Hwang and the colonel were in frequent contact during the critical period in August 2023 when the Ministry of National Defense was retrieving and re-examining investigation records related to the case. The special counsel is investigating whether these actions constituted an organized intervention in the investigation process.
