Sri Lanka debates inquiry into 1983 Black July violence

Sri Lankan lawmakers are debating the establishment of a formal inquiry into the 1983 Black July anti-Tamil violence. A private member’s motion, presented by MP Selvam Adaikkalanathan, called for a Presidential Commission of Inquiry to investigate the riots, assess destruction, and recommend preventative measures.

The Government has expressed opposition to a Presidential Commission, arguing such a body would operate outside of Parliament. Instead, Minister of Justice and National Integration Harshana Nanayakkara stated the government proposes a special parliamentary committee to examine the matter. This follows a separate proposal signed by 51 government MPs to establish a Parliamentary Select Committee (PSC) to conduct a structured investigation and present formal recommendations to Parliament.

Black July involved widespread communal violence that resulted in hundreds of deaths and the destruction of thousands of homes and businesses. Opposition Leader Sajith Premadasa called for justice for the victims and expressed collective regret regarding the incidents.
