Sri Lanka faces severe prison overcrowding and calls for reform
Sri Lanka is grappling with a critical overcrowding crisis in its prison system, with some facilities operating at up to four times their intended capacity. The president of the Bar Association of Sri Lanka (BASL) has warned that this situation poses significant risks to inmate welfare, staff safety, and the administration of justice, noting that overcrowding often leads to increased violence and the spread of disease.
A major driver of the crisis is a ballooning remand population, consisting of individuals awaiting trial rather than serving confirmed sentences. This is attributed to court backlogs and limited access to legal aid.
In response, Minister of Justice and National Integration Harshana Nanayakkara has called for urgent reforms focused on inmate rehabilitation and reducing overcrowding. Speaking at an industrial exhibition featuring inmate-made products, the Minister emphasized the need for stronger rehabilitation programs to help inmates learn skills and prepare for reintegration into society. He also advocated for better financial support for inmates through the sale of their products to help reduce recidivism.
