St. Louis County faces $99 million budget gap and housing crisis
St. Louis County is facing a dual crisis involving a $99 million budget deficit and a localized housing emergency. County Executive Sam Page has proposed a 2027 operating budget of approximately $930 million, which includes $70 million in spending reductions and the elimination of 139 county positions. The plan also suggests reducing park ranger services, closing swimming pools, and utilizing funds from the Rams relocation settlement to address the shortfall.
Simultaneously, approximately 150 families at the Northern Village Apartments are facing displacement due to severe living conditions and unpaid bills. Residents reported years of mold, sewage backups, pest infestations, and lack of heat or hot water. The property operator, Mazal St. Louis, reportedly owes $780,000 in back property taxes and approximately $700,000 in unpaid utility bills to Spire.
County Executive Page has requested $450,000 from the general revenue fund for emergency and transitional housing to assist the residents. While the County Council discussed the proposal, members have expressed concerns regarding the use of emergency funds, with some characterizing the assistance as “corporate welfare.” The property operator has until October 19 to address maintenance issues, or the county may move toward condemnation and evacuation.
