St. Paul Police Chief Axel Henry Files Harassment Complaint Against Mayor Kaohly Her

Police Chief Axel Henry of the St. Paul Police Department filed a formal sexual‑harassment complaint against Mayor Kaohly Her, alleging that she made inappropriate sexual comments toward him and other city employees. The complaint was submitted in a letter dated April 1 and triggered an independent review by employment‑law specialist Cally Kjellberg‑Nelson of Resolute Law. Both the mayor and the chief declined interview requests, while a city spokesperson said the mayor respects city staff and regrets any unintended impact. Mayor Her, the first woman and first Hmong‑American to lead St. Paul, is also confronting a projected $26 million budget deficit and plans to clear a large homeless encampment.

The investigation is ongoing, with city officials stating that any public release of findings will comply with applicable laws.
