Stari Dvor building in Belgrade to undergo reconstruction after major damage

Stari Dvor Belgrade City Assembly building reconstruction infrastructure damage public procurement

The Secretariat for General Affairs of the City of Belgrade has launched a public procurement process for the technical documentation required for the complete reconstruction and remediation of the Stari Dvor building. The building, which houses the Belgrade City Assembly, requires urgent intervention following a major accident at the beginning of the 2025 heating season.

During an attempt to fill secondary heating installations, a massive amount of water leaked uncontrollably into the building's foundations. This incident caused the Belgrade Power Plants to disconnect the building from the district heating system. The prolonged water leakage resulted in visible structural settling and cracks in the building's beams, ceilings, and walls.

Due to the scale and nature of the planned construction, the project mandates that the building be entirely out of use during the works to ensure the safety of users. As the building is a protected cultural monument, the project includes strict measures to preserve its exterior appearance, including laser scanning of the facade and specialized work on the joinery and decorative lighting.
