Starlink secures expanded satellite-to-cell spectrum in Brazil
Brazil's National Telecommunications Agency (Anatel) has approved the expansion of spectrum usage for Starlink, facilitating direct-to-cell (D2D) communication between satellites and mobile devices. The decision, reached by a 4-1 vote, grants Starlink 15+15 MHz of spectrum in the S-band.
The authorization includes specific technical parameters and timelines. Starlink is permitted to use a 10+10 MHz bandwidth configuration until February 2038, with a temporary exception allowing for a wider 15 MHz band until June 2029. This transition period aligns with the expiration of EchoStar's exploitation rights in the corresponding sub-bands. After 2029, Starlink must adapt to the standard 10+10 MHz configuration.
While this regulatory move enables satellite connectivity in regions with limited terrestrial coverage, it does not grant Starlink the authority to operate as a conventional mobile network operator. To compete directly with established carriers like Vivo, Claro, or TIM, the company would still require terrestrial frequencies or significant infrastructure investments.
