Starlink service restrictions in Ukraine spark debate over civilian vs military use

Elon Musk and former Trump administration official Victoria Coates have addressed recent restrictions on Starlink satellite service in Ukraine. The service disruption, which limited speeds for Ukrainian platforms, follows accusations from President Volodymyr Zelenskyy that the restrictions have hindered military efforts, including drone guidance.

Musk defended the company, stating that Starlink is a commercial service and that any limits on speed or usage are decided by the U.S. military and the President. He noted that Starshield, a separate SpaceX program, is owned and controlled by the U.S. government for such purposes.

Victoria Coates, a former Deputy National Security Advisor, supported the distinction between civilian and military systems. She argued that Starlink is a civilian internet access platform not designed for weapon systems and emphasized that the company must protect itself by not knowingly supporting combat operations.
