State Audit Institution finds widespread irregularities in Montenegro courts
The State Audit Institution (DRI) has issued a negative opinion regarding the regularity of procedures within Montenegro's judicial system. According to DRI President Siniša Čađenović, the audit revealed widespread and materially significant irregularities concerning the recording, storage, control, and retention of seized items and collateral.
The audit covered the Judicial Council and 20 courts, including 15 basic courts, two high courts, and three misdemeanor courts. Key findings include improper use of service contracts, where 40 individuals were engaged for tasks that are generally considered regular duties, and instances where individuals held multiple contracts for the same work. Additionally, the audit identified failures in tax procedures and the payment of various fees and consultancy services.
A specific reservation was noted regarding the High Court's depot in Podgorica. Auditors were denied full access to the facility, preventing a complete verification of the actual state of stored items. While this does not confirm the disappearance of items, it means there was insufficient evidence to verify that specific segment. The report, which includes recommendations, has been submitted to the Parliament, relevant committees, and the Ministry of Justice.
