State Audit Office finds irregularities in Moj Termin health system

A report by the State Audit Office has revealed significant irregularities regarding the ‘Moj Termin’ health information system in North Macedonia. Between January 1, 2021, and April 30 of this year, the system lacked maintenance contracts for a total of 738 days, representing approximately 37.9% of the analyzed period. Maintenance contracts were reportedly signed on an annual basis, which failed to ensure operational continuity.

During this timeframe, 333.3 million denars (approximately 5.42 million euros) were invested in the maintenance of ‘Moj Termin’ and related public health systems. However, only 9% of these funds were directed toward the national health information system, while 91% went to other public health systems. The audit also noted that 48% of total investments in other information systems are concentrated among only three software companies, indicating a risk of limited competition.

Furthermore, the audit found that the Electronic Health Administration has only filled 29% of its planned staff positions. Institutional management issues were also highlighted, noting that the administration lacks the authority to conduct public procurement for ‘Moj Termin’. Additionally, the term ‘Moj Termin’ is not legally registered or protected by competent state institutions, but rather by an economic operator that holds maintenance contracts with the Ministry of Health.
